Adopt ‘zero tolerance’ policy with those issuing mischievous statements: Yogi to officials

Lucknow, June 12 (FN Agency) In the wake of disorder and violence in half a dozen cities, including Prayagraj, after Friday prayers, Uttar Pradesh Chief Minister Yogi Adityanath on Saturday directed the officials to act hard against those giving and issuing mischievous statements as a part of ‘zero tolerance’ policy to maintain law and order. During a meeting with the top government officials, Divisional Commissioner, District Magistrates and Senior Superintendents of Police to review law and order situation in the state, the CM directed that ‘no innocent should be disturbed, but no guilty should be spared’. He said that at the same time such an action should be taken against anti-social elements which should become an example so that no one can repeat it again.The CM directed that anarchic elements attempting to spoil the atmosphere should be treated harshly. “There is no place for such elements in a cultured society,” he said.During the video-conferencing, Yogi said that anti-social elements made an attempt to disturb peace and communal harmony in different cities, including Prayagraj, Saharanpur, Moradabad, Hathras, Firozabad and Ambedkar Nagar. “Before this similar attempt was made in Kanpur on June 3. Directives to maintain vigil were issued at the time due to which peace remained in most of the districts.

We have to remain alert and vigilant so that this peace remains permanent,” he said. Expressing satisfaction over effective action taken by UP police and administration against those who made malicious anti-social efforts after yesterday’s incident, he said, “As of now the situation is under control, but we have to remain prepared for every kind of situation. Police and administration should remain on alert mode. “Yogi expressed grief over the fact that the conspirators used teenagers as shields for their malicious purposes. “In such a situation, it is necessary to identify the main conspirator. We have to understand that such attempts could be made by anti-social elements in the future as well. Their intention is to disturb peace and harmony, therefore we have to thwart such attempts while working as a team,” he said. The CM emphasised that being the citizens of a democratic country interaction should be made with all parties. He said that continued action should be taken against the trouble-makers while maintaining contact and interaction with the religious gurus and the civil society.Yogi said that the action should be such that it becomes an example for all the elements having anti-social thinking. “No one can even think of spoiling the atmosphere.

In such a situation, dialogue and sector schemes should be implemented,” he said.He said that the officers have all the right to take all types of decisions to maintain a strong law and order situation. “Take appropriate decisions while considering the ground situation of the particular place. As required section 144 should be implemented in all the districts where there is a apprehension that the atmosphere could deteriorate the environment in the coming days,” he said.The CM directed the officials to pay special attention to the recovery of the damage caused to the public property from the person concerned at any cost. “Process to issue a recovery notice has been started in Prayagraj. Other districts should also take prompt action in this direction. A tribunal has been constituted in this regard, therefore stern action should be taken as per the rules,” he said.Yogi said that illegal earnings are spent only in anti-social activities. “In such a situation details of bank accounts and properties of the conspirators and the accused. Their financial sources should be investigated thoroughly. A dedicated team should be constituted for investigation. Senior officers should lead in such cases,” he said.He directed the deployment of additional force in sensitive areas and said that foot patrolling should be done by the police every evening and PRV 112 should remain active. He said the action of bulldozing is against the criminals and mafias and it should continue. “Special attention should be paid that no action should be taken on the house of any poor in the state even by mistake.

If a poor and helpless person has constructed a house at an unsuitable place due to some reasons, then first proper rehabilitation should be done by the local administration and then only any other action should be taken,” he said.The CM said that the police and administration should deal strictly with those patronizing the mafia and warned that not a single attempt to disturb the atmosphere would be tolerated. He directed that CCTV footage should be investigated deeply and the accused should be identified and arrested at the earliest. “Legal action under National Security Act and Gangster Act should be taken against such people. If a criminal is found involved in an incident of anarchy for the second time then it should be mentioned in the charge sheet,” he directed. He directed that illegal taxi stands, bus stands and rickshaw stands should not operate in any district of the state as such stands encourage extortion. “Wherever such activities are going on, they should be stopped immediately. Proper police verification while selecting the contractor for a taxi stand. Report of action taken so far should be provided to the CM office. Operation of unauthorised buses should be stopped by maintaining coordination with the Transport Department,” he directed.Yogi said that the satisfaction of a common man is most important and all officers and personnel associated with the government and the administration should understand this. He said that one hour every day has been fixed for public hearing in Tehsils and Authorities which are directly associated with the public interest.He said, “During this period the officers should meet the public, listen to their grievances and dispose of them on merit. IGRS and CM Helpline have emerged as a good medium to solve the problems of the people. Do not keep its matters pending. These should be continuously reviewed in every office.”
