Lucknow, Dec 23 (Representative) The exceptional improvement in ease of doing business in Uttar Pradesh has led to a positive impact on the startup sector also. With the continuous rise in the number of startups in the state, 3406 startups, recognized by Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, have been established in Uttar Pradesh during the last three years.
Referring to the best startup ecosystem being developed in the state as a result of efficient implementation of IT and Startup Policy-2017 and New Startup Policy-2020, Deputy Chief Minister and Minister of IT and Electronics, Dr. Dinesh Sharma said here on Wednesday that the state government was developing a world-class startup ecosystem in the state through a strong infrastructure and favorable policy environment. The Minister said that apart from creating employment, State’s Startup policies were promoting innovation and entrepreneurship along with contribution to the state’s economy and empowerment of youth.
Additional Chief Secretary, IT and Electronics, Alok Kumar informed that despite the Covid-19 pandemic, 773 startups had been established in the last one year from December 2019 to December 2020 and in addition to 17 incubators in the last two years under IT & Startup policy 2017, seven proposals for establishment of incubators have been approved in the current month under new Startup policy-2020, including the first incubator of Bundelkhand region in Rajkiya Engineering College, Banda, Atal Incubation Center in BHU Varanasi, NASSCOM 10000 Startup Warehouse in Noida, Jaipuria Incubator and Maharshi Center for Entrepreneur Development in Lucknow, Startup Launchpad in Mathura, GLA University, Krishna Engineering College, Ghaziabad. Underlining the objective of encouraging startups in non-IT sectors in the new startup policy, he said that establishment of 117 incubators has been set as target for developing startup ecosystems in institutions, universities, colleges under the main departments like MSME, Khadi, agricultural education, medical education, higher/technical education, etc.
Mr Kumar informed that under the new Startup Policy-2020, three state-of-the-art Centers of Excellence would be set up in the state, out of which the first Center of Excellence was being established in Lucknow at Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPGIMS) in the medical electronics sector and was expected to be operational soon. The second Center of Excellence is being developed in Noida in the sphere of Artificial Intelligence in collaboration with IIT Kanpur and FICCI. Additional Chief Secretary said that an evaluation committee has been constituted under the Startup Policy-2020 to approve applications of startups for incentives. This committee comprises of expert representatives nominated by top-grade institutes, including IIT-Kanpur; Abdul Kalam University of Technology-Lucknow; IIM-Lucknow; STPI-Lucknow, IIT-BHU; K.I.E.T. Ghaziabad and SIDBI. A portal (www.startinup.up.gov.in) has been developed for registration of startups being set up in U.P. It provides the facility of online submission of applications for obtaining financial incentives as well as issuance of all clearances.
It is noteworthy that in the financial year 2020-21, Under the IT and Start-up Policy-2017, an incentive amount of Rs 41.60 lakh has been provided to incubators and start-ups by the state government and an additional amount of Rs 41.41 lakh will soon be disbursed after getting financial approval. So, a total amount of around Rs 83 lakh will be provided to the incubators and Startups in the current financial year. In September 2020, Uttar Pradesh has been ranked in the category of ‘Emerging Startup Ecosystem’ in the Startup Ranking -2020 of States released by the Department of Industry Promotion and Internal Trade (DPIIT), Government of India.
