RLDA invites bids for four MFC development projects in Bengal and Rajasthan

New Delhi, Aug 1 (FN Agency) Rail Land Development Authority (RLDA) has invited bids for the development and leasing of four Multi-Functional Complexes (MFCs) in West Bengal and Rajasthan, a RLDA source said on Tuesday. The proposed land parcels are located near the respective station complexes and are part of the railway stations’ circulating area. The proposed land parcels are for a lease period of 45 years. The developer shall have to design, finance, and construct and develop the MFC(s) at the sites within a maximum period of 24 months. The online pre-bid meeting was held on July 17, 2023, and many local and national-level developers attended the pre-bid meeting and their queries were answered. The last date for submission of e-bids is August 21, 2023, up to 15:00 Hrs.

The MFCs offer a variety of amenities such as shopping, food stalls/restaurants, book stalls, ATMs, medicine and variety stores, budget hotels, parking spaces, and other similar amenities for rail users around railway stations. Clearances are given by the RLDA for the development of MFCs on these land parcels since they are declared as operational railway buildings. Details of the MFC sites are shared below: 1. Bharatpur ( Rajasthan) Land Area available for MFC (sqm) 750.00, Proposed Built-up Area (sqm) 997:50. Reserve Price (Rs) (in lakhs) 156.00. 2 Sikar (Rajasthan) land area available for MFC (sqm) 1064.00, proposed built up area (sqm) 1415.12, reserved price (Rs) in lakh 241.00. 3 Bankura (West Bengal) land area available for MFC (sqm) 2350.00, proposed built up area (sqm) 5287.50, reserved price in Rs (lakh) 157.00 4 Dhakuria (South 24 Parganas-near Kolkata) land area development for MFC (sqm) 372.00, proposed built up area (sqm) 837.00, reserved price in Rs (lakh) 155.00.

“Owing to their strategic locations, these multifunctional complexes are expected to witness a significant footfall. The MFCs will offer passenger amenities such as budget hotels, restaurants, shops, ATMs, etc. under one roof, within walking distance of railway platforms, thus providing a convenient travel experience to the passengers. The MFCs provide a lucrative opportunity for local developers and investors to invest in Indian Railway’s infrastructure, which has great potential and ROI. “RLDA vice-chairman Parkash Dudeja said, RLDA has already leased out 55 MFCs for a lease period of 45 years to various developers in PAN India, with 17 MFCs having been commissioned and the rest in various phases of construction. RLDA is a statutory authority under the Ministry of Railways for the development of Railway land. It has four key mandates as part of its development plan: leasing commercial sites, colony redevelopment, station redevelopment, and multi-functional complexes. During the current financial year, RLDA has leased out various sites situated at Waltax Road (Chennai), Ajmer (Rajasthan), Bijwasan (Delhi), Kharagpur, and Solapur (Maharashtra) for a cumulative lease premium of Rs 1622 crore, including Railway assets valuing approx Rs 7.54 Crore to be developed in Kharagpur Railway Colony. RLDA has recently awarded the station redevelopment works for CSMT Railway Station on an EPC (Engineering Procurement and Construction) model.
