Shimla, Feb 25 (Bureau) Congress member Rajinder Rana challenged the Jai Ram Thakur Government to refer the Fake degree scam to refer to the CBI. Accusing a private university for the crime ,the real culprits are moving free. Congress member brought a call attention motion under rule-62 stating that issue came to light after a student identified as Mamata lodged an FIR in police station Dharmpur. The University is allowed to run its courses despite accused indulging in damping, withdrawing and transfering crores of rupees in number of banks accounts accrued after selling lakhs of fake degrees under the nose of probing agencies. Mr Rana demanded to refer the matter to CBI as the properties and vice chancellor Raj Kumar Rana is free after getting bail from the high court. Member said more than five lakh fake degrees were sold to various parts of the country including abroad. He said Raj Kumar Rana who had relations with Una allowed to open the university in the BJP rule despite he was not properly qualified for it. He set up 20 dens in various parts of the country appointing 20,000 commission agents to deal in fake degrees in various parts of India and world. He was issuing different registration numbers to students and various places.
Manav Bharti university was authorized to offer 14 degrees but when a degree of MA Psychology was found fake during a recruitment for a post in Haryana and a team turned up in the university FIR was lodged. The complaints was made in 2016 against the university but the CID departments was under the duress to not go head exposed by the media. Putting the Jai Ram Thakur government under the doubt Congress MLA pointed out Rs 194 Cr assets of Rajinder Rana and others were attached by the EDs why it not referring the matter to CBI. He argued that court gave bail to Raj Kumar Rana but state government should have opposed the bail or now should file SLP in Supreme Court against the bail order. He named former Union Minister Shanta Kumar quoting him that BJP stalwart demanded to book and arrest the real culprits who are being protected by the government by not bringing to book. He said fake PhD degrees were sold to the students to Rs 1.5 lakh to two lakh per degrees, the state Government must understand that completing the PhD degrees is not a child’s play . He said around 2000 students are enrolled in the Manav Bharti university ruined their future due to this scam. He demanded to registered the FIR against the cabinet of 2008 allowed to open the private university in state. Replying to call attention motion Education Minister Gobind Thakur said Member demanded to take action against the university since its inception. He said if action would have been taken between 2012-18 onwards the scam would not be taken. He said when first case came forth against the fake degree Congress was in power. ” Many unauthorized courses were being offered by the university during Congress ruled as matter came forth in 2019 when a letter was received from UGC by Jai Ram Government . ” minister said adding that State Govt launched the probe against the Manav Bharti and APG universities . The mater was handed over to Private University Regulator commission and three FIRs were lodged in the matter.
The cases were registered under stringent sections. The Government has speedily probed the matter by constituting a 19 members CID SIT including DIG, IG and SP rank officers in assistance of senior ED and CBI officers. The verification of the degrees were done and around 41400 found fake, hard discs, pine drives, laptops and other increment documents were seized. He said accused was bailed out by the High court and the matter is pending in court now. He accepted in addition to UGC Letter to expose and an FIR was also lodged in Dharmpur police station in 2019. He said during the investigation SIT found two person having the fake degrees as they could not produce the marks sheets of the degrees issued to them. The entire scams were busted and now the probe is moving with high pace minister said. Sunita Kapota Member secretary of Pvt Regulatory Commission also filed FIRs against the university to issue the unauthorized degrees and fake degrees. The degrees of the Teachers and lectures were being verified of state government employees including teachers. The computers, a packet of degrees and other increment were recovered from the Madhav University Rajasthan which were recovered by the sleuth of CID from Rajasthan along with a computers. All the increment testimonies were under the scanning at FSL Junga. Raj Kumar Rana and K K Singh and others were booked in the fake degrees. As many as 64 hardisks and 12 mobile phones were recovered from the university are sent to FSL He said scam took between 2012 to 2018. The 35 bigha lands were being bought by the accused which were put in Red words. He said 196 bank accounts of university including total assets worth 1.94 Cr confiscated. The look out Interpol notices were issued to immigrate the wife, daughters and son of accused who are at Australia. An administrators of Manav Bharti was appointed by the state so that university academic session of about 2000 students did not suffer but ban have been imposed for two years to start new session.The Government would not tolerate any such scam under its rule and those booked under this scam would not be spare. He pointed out that Congress member Rajinder Rana should have taken the cognizance on this scam during the last Congress rule as crime could be nip at the buds, he added.
